Extend the lifetime of Startup.Android.Cold.TimeToFirstContentfulPaint3.
The histogram as it is mentioned in the histograms.xml has no data on
the UMA dashboard because the collected histogram adds the suffix
".Tabbed". Register this suffix in the histogram_suffixes_list to make
it searchable in the dashboard. Mark the histogram without the suffix as
base="true" to make it non-searchable (to avoid confusions).
Adjust the doc and the test accordingly.

Call out BrowserContext in ash code location guidelines.

In one section, the guidelines say:
Instead of using ProfileKeyedServiceFactory (in //chrome), consider
using BrowserContextKeyedServiceFactory (in //components) instead.
But in the "Desired State" section, it says:
The //content directory is the API for building a web browser. Even
though Ash does use web technology for rendering many things, it is
not itself a web browser and there should be no OS code in this
directory or calling directly into it.
And also:
New features should be designed to adhere to the “desired state” as
closely as practical.
To resolve some confusion here, explicitly call out BrowserContext as
allowed despite contradicting the desired state.

Control page actions from LensOverlayEntryPointController

This CL updates LensOverlayEntryPointController to control page actions through the new page actions framework. With this new framework, the Lens Overlay controller is responsible for listening and responding to:
* Updates to the "Google Lens Shortcut" preference
* Focus changes on the location bar.
This matches the current conditions of the legacy Lens Overlay page action implementation.
Notes:
1. The new path is gated by a new feature flag,`PageActionsMigration`.
2. A logical circular dependency on `c/b/ui:ui` is introduced to `c/b/ui/lens:lens`, because the lens controller needs to read NTP state, which hasn't been modularized. The lens BUILD is split into header and impl targets to accommodate this.

telemetry: Rename android-trichrome-bundle

android-trichrome-bundle has been renamed to
android-trichrome-chrome-google-bundle to clarify which browser target
it refers to (trichrome_chrome_google_bundle is the actual target).
Also add other valid trichrome browsers to
perf_json_config_validator.py. The android-trichrome-bundle entry in it
can be removed once the internal repo has been migrated too.
Re-wrap some lines in pgo.md.
