[wptrunner] Add run_wpt_tests.py support to debug_renderer

Add support for interactively debugging WPTs with upstream's `wpt run`.
`run_wpt_tests.py --verbose` ensures browser logs are dumped to stdout
so that `debug_renderer` can find the PID to attach to.

updater: simplify the installer result semantics

This CL simplifies the installer results down to "success" or "error".
The behavior for these two classes of results are now uniform:
* For all success cases:
- if a launch command was provided via the installer API, the command
will be launched and the updater UI will exit silently. Otherwise,
the updater will show an install success dialog.
* For all error cases:
- if an installer error was not provided via the installer API or the
exit code, generic error `kErrorApplicationInstallerFailed` will be
reported.
- the installer extra code is used if reported via the installer API.
- the text description of the error is used if reported via the
installer API.

Fixup formatting in add_new_policy.md

The sub-list in "Manually testing your policy." wasn't being
handled as a list. Align the two-digit numbers with the single-digit
numbers to fix it.

docs: Clarify that not all prefs can be controlled via policy

Minor documentation update to clarify that only prefs which have a
policy defined that maps to the pref can be configured via policy. There
is no catch-all policy to control arbitrary prefs.

Use chrome_wpt_tests as build target for chrome

Renamed chrome_wpt to chrome_wpt_tests to be consistent, and
removed webdriver_wpt_tests which is essentially running web
driver tests only with chrome.
Updated configurations and documents as necessary.
