Update clang-tidy docs to fix argument passing.
...
When using `tidy_checks` if the first part of the value is `-*` then
this gets turned into an argument by `argparse`. If you escape to be
`\-*` then it gets passed through as escaped and seems to be ignored by
clang-tidy. This CL updates the documentation to use the
`tidy_checks='-*'` version so argparse recognises it as the value and
passes through correctly.

[docs] Add instructions on how to remove stray git deps

gclient may leave unmanaged git dependencies inside chromium checkout.
We don't know the root cause yet, so I suggest we document this
workaround. The bug should only be reproducible if user modifies
.gclient config which then changes what repositories are being synced.

for Android and Android WebView, since the doc advises testing with
the `--origin-trial-public-key` commandline switch.
I haven't tested that this switch is actually supported in either

Add a switch to disable web-app-internals logging in PWA browser tests

The default behavior is not changed, but now developers have the option
to disable the chrome://web-app-internals logging on PWA browser tests
using the new flag.

[Gardening] Rename sheriff docs to gardener docs
...
Also updates all of the "sheriff" instances in the docs and fixes up
several links. No other documentation changes are introduced as part
of this CL.
The only outstanding action is to rename the `Sheriff-Chromium`
bug label to `Gardener-Chromium` and then update the reference
here. I'll investigate where to open a bug to start this process.

MSI: tagged MSI installers invoke the updater metainstaller correctly
...
The custom action DLL now sets a "TAGSTRING" property for tagged MSI
installers that includes the full tag string. The MSI installer uses
this property to completely replace the tag.
Updated documentation and unit tests.
