9d570a2219 [Extensions UI] Customize the NTP overridden prompt for the default case
If the NTP was overridden from its default state with Google as the
search provider, show a branded dialog and custom message to the user.

This requires a bit of code acrobatics in order to determine what the
previous NTP and search engine will be. In particular, we need to:
1) Determine if the default search is Google
2) Determine if the default NTP is the "secondary" NTP

1) is relatively straightforward; 2) is more complicated. The NTP can
be overridden by several different sources (extensions, policies, or
a different default search provider). In order to accommodate this,
introduce BrowserURLHandler::GetPossibleRewrites(), which iterates over
all rewriters and accumulates the list of rewrites that would happen.
This, in conjunction with also checking for multiple NTP overriding
extensions, allows us to check if the default NTP would be used if the
overriding extension were removed.

Add tests for various pieces:
- BrowserURLHandler::GetPossibleRewrites()
- ExtensionWebUI::GetNumberOfExtensionsOverridingURL()
- The dialog params generated when a non-default search is selected
- The dialog params generated when multiple NTP-overriding extensions
  are installed
- UI browser tests for both the generic and the default-specific
  dialogs.

c710874894 Reland "[TaskEnvironment] Complete migration with header rename"
This is a reland of 18947083c7

The move_source_file.py script's formatting rules incorrectly
formatted services/device/generic_sensor/platform_sensor_and_provider_unittest_win.cc
after all. But we also can't rely 100% on git cl format (crbug.com/997063)
so I ended up performing a git cl format && git add -up
(+interactive addition of missing blank line after foo.h when included
from top of foo.cc)

Also added
$ tools/git/move_source_file.py net/test/test_with_scoped_task_environment.h net/test/test_with_task_environment.h

and a few manual renames in DEPS files missed by the script

This CL uses --bypass-hooks to avoid having to git cl format because
many headers are being reordered by git cl format and it's too many to
figure out in a no-op CL which ones are okay with it.
windows.h for one should typically be first and another one of the
reorderings in PS3 even caused a compile failure:

58d0dac03e Call NotifyWillBeDestroyed before destroying TestBrowserContext.
Planned modifications to SpareRenderProcessHostManager (see
https://crrev.com/c/963405) require making sure that
BrowserContext::NotifyWillBeDestroyed is called before destroying the
context - otherwise some RenderProcessHost(s) (e.g. the spare one) can
survive longer than a BrowserContext leading to UaF when the
RenderProcessHost(s) are eventually destroyed later (potentially in a
different unit test :-).

This CL makes sure that NotifyWillBeDestroyed will be called from the
destructor of TestBrowserContext (and from a few other subclasses of
BrowserContext as appropriate).

Destroying the BrowserContext expands the scope of the requirement to
properly emulate browser threads in the tests by using
TestBrowserThreadBundle in a few more places.
