This will make it possible to add support for BMO agnostic file handling in this CL: https://chromium-review.googlesource.com/c/chromium/src/+/1743289. In future, we may want to tweak the shape of the FileHandlerInfo struct. At this point we may need to introduce some extensions/BMO abstraction. Until then, this should suit.
