This:
- adds a link to the glossary at the top
- adds links to ci and try specific star files in infradata/config
- removes references to putting GN args in mb_config (in favor of
putting GN args in builder def)
- s/should/must/ for "CI bots should have try mirrors" and "trybots
should have CI mirrors" after, and removed notes about exceptions
since crrev.com/c/4874782 has landed
- removes references to in-recipe configs (in favor of putting
recipe configs in input props)
