This CL adapts the '--output_folder' parameter so it also applies to the thumbnail test when running the video_decode_accelerator_tests. This allows us to capture the thumbnail image on failure when running the test from Tast. The default output folder for dumping video frames is changed from './video_frames/<test_name>/' to './<test_name>/'.
