Dominic Mazzoni af3d3edd7c Re-enable generated tree tests with notes for sheriffs 
Examining Flake Portal, the only failures are timeouts, and they're
rare, less than once a week.

I modified GeneratedTreesWithIgnoredNodes to do less work in debug
mode to match SerializeGeneratedTrees, that should help.

I think keeping these tests is important as they've definitely helped
us catch important issues when refactoring before.
