
Previously this logic lived in WebAppBrowserController, however in some cases we want to be able to check if a url in scope of the home tab even if we don't yet have a Browser instance. Hence moving the logic to WebAppRegistrar to make this possible. Previously the regular expressions were cached in WebAppBrowserController, this is now moved to WebApp. Since regulare expressions themselves aren't copyable, the reg exps are stored in a helper class which is not copied when the overall WebApp instance is copied. This works since the data is derived from other fields anyway.
