This change adds support for tests using the skylab_gpu_telemetry_tests
test type in waterfalls.pyl. Like with tests using the skylab_tests test
type in waterfalls.pyl, if the expanded test has a non-None skylab field
with a non-empty cros_board value, then the generated test will be
emitted to the skylab_tests key.
