
This attribute allows us to make the intent of the callers explicit. We also have the callers use the NO_CODE_FOLDING macro. This was previously attempted in this CL https://chromium-review.googlesource.com/c/chromium/src/+/2673704 which was abandoned due to a lack of compiler support for NOT_TAIL_CALLED with virtual functions. Newer versions of clang allow this.
