The V8 natives blob (natives_blob.bin) is unused and will shortly be removed in V8. This CL removes all related infrastructure in chromium. Specifically, this means that natives_blob.bin is no longer 1. generated during the build process, 2. installed on the target system, 3. loaded by chrome at runtime, and 4. passed to V8.
