
Continue to use action GET_CONTENT for all existing code, and only use OPEN_DOCUMENT(_TREE) when FileSelectDialog is opened by the FileSystem API. Add SetOpenWritable() for android select file which is only set by FileSystemm API code to indicate that OPEN_DOCUMENT* should be used. Do not set mime type for OPEN_DOCUMENT_TREE.
