Chrome Metrics Logs 90c926f91e Delay expiry of histograms causing alerts.

Updates the expires_after attribute for 21 histograms that have
been used to generate alerts in the past 180 days and have an expiry date
(or milestone equivalent) between 2025-02-14 and 2025-04-30.
