pastarmovj 7e3be85fc1 Fix the .ycm_extra_conf.py and SublimeText documentation.

There were a few broken links in the documentation and the provided
YCM template would not load properly in Sublime Text 3 on windows.

Lastly make the unit presubmit test pass on Windows too.

Markdown documents must follow the style guide.

Previewing changes

You can preview your local changes using md_browser:
