
This is to get an idea of time spent in pre-main on renderer startup on Windows, where process creation time and main entry time can be quite disjointed. We don't record this on other platforms due to not having a use case for them, and them using zygotes or other mechanisms which complicate the process. The context for this change is crrev.com/c/4786368, an experiment which will have an unknown effect on startup time in all non-browser processes.
