Lei Zhang 5b0ddd0c3c Remove unneeded content_switches.h includes from other headers. 
Since switches are in the switches namespace, it is easy to see
content_switches.h is not in use because the string "switches::" is
missing. With content_switches.h removed, do IWYU for .cc files that
fail to build.
