Simeon Kuran 372454c80c Small Fix: intialize vaapi when using in-process-gpu.
Before using the libva, it must be initialized.
However, when chromium is started with --in-process-gpu,
the initialization call was missing and hence, the hardware acceleration
did not work.

This bugfix adds the missing initialization call.
