This change removes the kSafetyCheckMultiRow,
kSafetyCheckMultiRowOverflow, and kParcelTrackingSeeMore module types
since their unique attributes can now be inferred via the item configs.
A number of aspects of the ContentSuggestionsModuleContainer
configuration are simplified now because of this.
