Tom Sepez 0e88c72675 Remove struct raw_ptr_traits::TraitsToImpl<Traits> 
It is shorter to just use types in the raw_ptr_traits namespace.
This leaves one less struct for the reader to remember.

-- move static assert to raw_ptr<> itself.
-- shuffle code around to combine namespace code.
