Arthur Sonzogni 5bc3326c91 Cleanup: Format <optional> include order.

This is a follow-up to @thestig comment:

Several developers, including myself rewrote optional without properly
reordering the #includes at the beginning.
This patches automatically fixes it.

Chromium Codelab
