[buganizer] Migrate DIR_METADATA for ppapi/

Browse Source 
Migrate all metadata files for ppapi and mixins
used by metadata files under ppapi.

Verify components with http://b/components/{id} or at
go/chrome-on-buganizer-prod-components.
