Remove eugenis@ from OWNERS files.

By policy, all OWNERS must be committers, and if a person has
been inactive for some time, they stop being a committer, so they
should be removed from any OWNERS files.

This change removes eugenis@, who left the project some time ago,
from //build/sanitizers/OWNERS and //tools/cfi/OWNERS.
