[Documentation] Update Ozone Overview to mention BUILDFLAG differences
Updates the Ozone Overview documentation to explicitly specify the differences between the IS_OZONE and IS_OZONE_WAYLAND buildflags. IS_OZONE should run on Linux, ChromeOS, and Fuchsia. IS_OZONE_WAYLAND should only run on Linux systems using the Wayland window manager. Does not include ChromeOS or Fuchsia.
