
This doesn't seem to be rolled back in M127, we should be safe to remove it in M129 and start cleaning things up. This also removes some documentation references to NOTREACHED_NORETURN() which were still present. A TODO is added to clean up NOTREACHED_NORETURN() completely. To check out the source code locally, don't use git clone

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
