
Support for HEVC on ChromeOS may need to be determined by a runtime feature. Reuse the existing PlatformHEVCDecoderSupport feature in the places already influenced by kLacrosEnablePlatformHevc, plus the part responsible for populating what determines the presence of kLacrosEnablePlatformHevc. Generalise DeriveEnabledFeatures to forward any allowlisted features with an overridden value so enabling or disabling HEVC is correctly forwarded for browser restarts. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
