
Read anything was getting repeated vector out-of-bounds exceptions for the dst vector. This change reduces risk of trying to merge updates of an indeterminate state. It's unclear to me why this was only happening on ad-heavy pages in reading mode and not impacting other MergeAXTreeUpdates callers. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
