
This change provides the initial mechanism for cleaning targets prior to copying and applying it to almost all of ChromeVox. Some inspiration taken from build/android/gyp/copy_ex.py R=anastasi@google.com, katie@chromium.org Bug: b/317071070 Test: on a clean build, run browser_tests. On incremental builds, verify removing files results in refreshed directories (without said file). Test on device with a braille display after manually verifying on device files contents. To check out the source code locally, don't use git clone

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
