
Rather than converting from Unix timestamp to UTC string in Python and then back again in C++, this CL passes a Unix timestamp integer between the build timestamp generator in Python, and the GetBuildTime() function in base. This avoids any chance for formatting or locale messing with the value, and also allows the GetBuildTime() function to be converted to a constexpr function. This CL should not have any functionality change, as the only code that should be accessing BUILD_DATE is the code in base. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
