Use FPDFText_GetText()'s returned count as the source of truth for how many characters are in the output string, instead of trusting this count is consistent with the FPDFText_CountChars() return value. In some cases, they are not the same. follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
