This cl integrates the birch bar to Overview grid. We mainly simulate how the desk bar was added to the Overview. The cl made following changes: - Add a relayout callback list to BirchBarView which will be called after birch bar relayout with the relayout reason. With this, the overview grid could reposition the windows when the birch bar bounds change due to adding or removing chips. - Only create the secondary chips row of birch bar when it holds chips. Otherwise, there will always be child spacing between two rows. - Add birch bar view, birch bar widget attributes to OverviewGrid. - Initialize, update, and destroy the birch bar for certain conditions. - Separate the overview grid paddings calculation into two functions since calculating birch bar bounds needs the horizontal paddings to estimate available space. Vertical paddings calculation needs the accurate birch bar bounds. - Add unit tests for birch bar. To check out the source code locally, don't use git clone! Instead,
follow the instructions on how to get the code.
Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
