Adds a new function that effectively compares a pre-computed `this->UniqueKey` to another cookie. There's (at least) one spot where the code falls back to manually comparing cookies' Unique keys instead of using IsEquivalent to improve performance. This new function helps to centralize the comparisons making it easier to find usages, make changes, etc. Change-Id: Ib21ac4be32e83ee917f22311cdc5b02da10b2c79 Reviewed-on: https://chromium-review.googlesource.com/c/chromium/src/+/6322418 Reviewed-by: Dylan Cutler <dylancutler@google.com> Commit-Queue: Steven Bingler <bingler@chromium.org> Cr-Commit-Position: refs/heads/main@{#1428316}

Learn how to Get Around the Chromium Source Code Directory Structure.
For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
