
Fix a bug where if signing in from the extension install promo can happen sycnronously, i.e. - the user signs in immediately vs having a signin tab opened - this happens when the user is already signed in on the web but not in the browser itself (cont'd) the extension that the user "signed in from" would still be treated as a local extension. The fix consists of "uploading" the extension to the account immediately if the user is signed in right after clicking the "sign in" button from the extension install dialog. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
