In an email to a Google-internal group a while ago I talked about the various mechanisms we potentially have for disabling tests and their advantages and disadvantages. This seems like something worth preserving, so I'm moving it into a doc checked into the repo. Creating Documentation
Markdown documents must follow the style guide.
Preview local changes using md_browser:
