
CERT_STATUS_NON_UNIQUE_NAME was previously treated as a warning, not an error, due to legacy CAs that were trusted by default on some platforms and issued certificates to non-unique names despite the practice being forbidden by the Baseline Requirements. Since moving to Chrome's built-in certificate verifier and root store, Chrome should no longer trust CAs that issue certs to non-unique names, thus this CL starts treating it as an error rather than a warning. Note: I've included Skip-Translation-Screenshots-Check because there is one string that is only used on iOS and I can't easily get a screenshot of it. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
