Michael Tang 273875f039 gpu: win: Fix Dawn device loss crash when persistent graphite access is not supported
This CL makes the access to persistent_graphite_dawn_access_ conditional
to avoid an access violation.

This appears to be a possible scenario when persistent Graphite Dawn
access is not supported. CheckForDawnDeviceLoss currently assumes
persistent_graphite_dawn_access_ is available, but in EndAccessDawn,
there is a second call to CheckForDawnDeviceLoss does not check for
this.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
