NaCl cannot depend on //skia when building for ARM64, as in that build some libraries are not present in the 32-bit version that NaCl needs. Therefore, build some (parts of) files only in builds that are not for nacl_helper. Introduce a new buildflag IS_MINIMAL_TOOLCHAIN. This is to limit dependencies in .h/.cc files if we build nacl_helper for ARM64. Use nogncheck for such conditional includes as gn does not run the preprocessor. Learn how to Get Around the Chromium Source Code Directory Structure .
For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
