As part of the effort of allowing ClientSharedImage to automatically manage the shared image's lifetime, this CL makes the ClientSharedImage variant of DestroySharedImage() simply mark the shared image for destruction (instead of directly destroying the shared image), and moves the actual shared image destruction into ClientSharedImage's destructor. This CL also adds a new base::Feature that controls whether ClientSharedImage should call DestroySharedImage() if the shared image has not been marked for destruction. This base::Feature is disabled in this CL and will be enabled in a follow-up CL. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
