
A new component called crenential_management is added to //components. Creating a new component is justified because credentials are more than just passwords (for example passkeys, OTPs, federated identities). The features related to credentials don't really belong to the password manager or autofill components. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
