
Since Android V, there is a rate-limit on TrafficStats getter APIs to reduce the frequency of accessing bpf map. For any caller who calls this method within 1 second, a stale result will be returned. One expected outcome is this change will break any test which relies on immediate change of the result of TrafficStats after making network traffic. Thus, related tests need to be fixed accordingly. Do retries when getting readings from TrafficStats, to add tolerance for not getting immediate change of TrafficStats. Up to 1 second delay to complete each affected test is expected. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
