
crbug.com/399447642 is caused by the fact that extension downloads triggered by the webstore aren't seen by Chrome as corresponding to a user gesture, so they are treated as a potentially dangerous file type by the "DownloadRestrictions" policy. See crbug.com/399447642#comment19 for details. This fixes the issue by having downloads triggered by `WebstoreInstaller` always marked as having a user gesture, and adds tests to enforce this. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
