
Move the CreateAnnotationUndoRedoMessage() helper out of pdf_ink_module_unittest.cc and into test_helpers.cc, so that it is available for use by other tests. Slightly change the name to be consistent with other similar test helper functions. Also adjust the interface to use a more obvious enum parameter for specifying the type of undo vs. redo to do, rather relying on all callers to provide the particular string needed. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
