Make PdfViewPluginBase::InitializeEngine() take a std::unique_ptr<PDFiumEngine> as parameter, and make its caller responsible for creating a valid `PDFiumEngine`. This will allow us to create a special `PDFiumEngine` in PdfViewPluginBase's unit tests and use this method to update the plugin's engine. To check out the source code locally, don't use git clone! Instead,

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
