
Adds the necessary wheels to run pytype (Python type hinting library) in vpython3 and adds its usage as a step in //content/test/gpu's presubmit. Since this can take several minutes to run, or longer the first time due to the lack of a cache, it is restricted to the commit presubmit checks. I.e., this will be run on the bots and when a user specifically runs `git cl presubmit`, but not during `git cl upload` or `git cl presubmit -u`. As configured in this CL, pytype will never actually run on any directories. Those will be added over time as code is updated to have type hinting. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
