
Additionally, improves const-correctness of `AccessControlList` and `SecurityDescriptor`. Changes: - Switches `AccessControlList` to use `HeapArray` as the underlying storage for the ACL. - Make `AccessControlList::get()` const-correct by fixing up const version of the method that vends const pointers, and introducing non-const version that vends non-const pointers. - Switches `SecurityDescriptor::ToAbsolute()` into non-const method as it effectively vends non-const pointers by populating a `SECURITY_DESCRIPTOR` struct with them. - Introduce non-const variants of `SecurityDescriptor` getters (`owner()`, `group()`, `dacl()`, `sacl()`) that return non-const references. - Where needed, introduce calls to `Clone()` for security descriptor and access control list. Those have to happen in methods that accept const-references but need to call WinAPI methods that accept non-const pointers. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
