
This CL is a step towards deleting @RemovableInRelease. (See linked crbug for rationale) This CL: - replaces @RemovableInRelease usage in org.chromium.base.Log with dedicated proguard rules. - Removes stale comments in org.chromium.base.Log and org.chromium.base.library_loader.LibraryLoader - Removes references to @RemovableInRelease in //docs/android_logging.md - Adds Logging#isLoggingEnabled() and adds recommendation in //docs/android_logging.md to guard logging-related code with it. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
