next_scheduled_calculation_time_
also for timeout retries
Why: - This keeps the stored time and the actual scheduled time consistent. - This streamlines the follow-up work (https://crrev.com/c/5582851), that validates the calculation schedule, which involves comparing the persisted scheduled time and the current time. This has a minor impact on utility: if the browser restarts during the retry-scheduled phase, it will wait slightly longer before recalculating instead of doing so immediately. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
