In a follow up change we are trying to introduce dependency from `//services/viz/privileged/mojom/compositing:compositing` to `//third_party/blink/public/common:common`. This fails to compile on CrOS targets[1] due to a cyclic dependency. This change breaks this dependency by refactoring out "//printing:printing". For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
