Temporarily, implicit conversion between GaiaId and std::string was allowed, until all occurrences relying on it are migrated. This patch updates remaining tests except for iOS and updates ifdef's to finally disallow implicit conversion in tests too (outside iOS). iOS will be tackled in future patches. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
