
Add a method to net::HttpCache, ClearNoVarySearchCache() which allows clearing the NoVarySearchCache with the same parameters. Call it from network::HttpCacheDataRemover, which is the entry point for deleting the cache for both Clear-Site-Data and user-initiated cache deletion. Modify NoVarySearchCache::ClearData() to return a bool to indicate if anything was deleted, so we can avoid rewriting the copy on disk if nothing actually changed. Also add tests for cases where the call to ClearData() does nothing. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
